Rick is responsible for leading the business development efforts for Balfour Beatty Investments in the US and in Canada as well as Balfour Beatty Communities. Under Rick’s leadership, Balfour Beatty Communities has grown to become one of the largest PPP providers of military housing in the United States. He has over 20 years of construction and civil engineering experience and holds a Master and Bachelor degree both in Civil Engineering from the Pennsylvania State University.
Andrew Hatton

Andrew joined Balfour Beatty Capital in 2004 to support the PPP bid management team in the UK and he has over seven years’ experience in education, healthcare, and prison PPP projects. Andrew transferred to the Balfour Beatty Investments – Canada office in 2010.
Before joining Balfour Beatty Investments, Andrew had extensive experience of the public sector after working for 18 years in the NHS in the UK in roles covering medical equipment management, facilities management and healthcare planning. Andrew has a post-graduate MBA in facilities management from Sheffield Hallam University, UK which he undertook whilst working in the NHS.
Michelle Sieukumar

Michelle leads the submission process of all proposals for Balfour Beatty Investments – Canada while also managing the daily functions of the office. She has been involved primarily with PPP proposals for over 4 years, successfully preparing and submitting bids for various sectors including hospitals, courthouses and schools. Previously, Michelle supported the legal and infrastructure teams at Carillion Canada Inc. and also brings with her a background of Training while working within one of the first PPP service projects in Ontario.
Jim Jefferson

Jim is responsible for all facilities management activities related to DBFM project bid pursuits and for overseeing all concessions. Since 2004, he has bid, negotiated and supported efficient delivery of hard and soft facilities management solutions for over 15 PPP projects in Canada.
Prior to joining Balfour Beatty Communities – Canada in 2011, Jim was President of Sure Solutions Inc., assisting clients in managing, operating and constructing facilities in the most efficient means. He has also directed facilities management activities in some of Canada’s largest and most complex facilities including The Hospital for Sick Children in Toronto, Apotex Inc (Canada’s largest pharmaceutical) and Trillium Health Centre in Mississauga.
Peter Campbell

Joining Balfour Beatty Communities – Canada in 2011, Peter has more than six years experience as a project manager working in teams tasked with developing business solutions for PPP projects across Canada. Peter utilizes his experience in working with integrated, multi-disciplinary teams in the pursuit of sustainable business, optimizing whole-life considerations. Peter holds a bachelor’s degree in Mechanical Engineering from Queen’s University.
